The Victorian State Government has established a dedicated task force to help maintain the operation of Victoria’s construction and development industry during the coronavirus crisis. Planning Minister Richard Wynne and Finance Minister Tim Pallas will oversee the Victorian Tower ’s Recovery Task Force, which will investigate planning and investment opportunities to promote Victoria ’s construction and development industry in the short, medium and long term. The working group will provide real-time advice to the government on issues affecting the industry to help remove barriers to construction and development projects, which are critical to supporting work, housing and infrastructure in Victoria.

The working group will work with industry and trade unions to review existing major construction and development projects to ensure that workers remain safe and healthy when we provide the infrastructure required by Victoria. The working group will initially focus on using ministerial powers to monitor the rapid tracking of plan approvals, because the decision has been postponed due to the impact of coronaviruses on the Victorian planning system. The government will also seek the recommendations of the task force on long-term construction and development project pipelines, including measures to further expand social housing options.

The working group will provide advice on financial incentives and current tax measures (such as land taxes, developer contributions, fees, and poor rates) and make recommendations to help companies survive and invest quickly. The co-chairs of the working group – Roger Teale, Jude Munro AO and Stan Krpan – brought a wealth of leadership experience in the private and public sectors.

The working group will accept the recommendations from the three industry working groups, and under the guidance of a steering committee, representatives of industry peak groups and trade unions will participate. The Victoria Recovery Task Force of the building will carry out an initial operation for three months and report to the government for recommendations.
