Victorian Governor Andrews signed a new agreement with China, which is part of the controversial One Belt One Road plan. The framework agreement was signed today with the National Development and Reform Commission in Beijing. Victoria and China will cooperate with China on infrastructure, innovation, elderly care and trade, but these documents have no legal effect. Earlier, Victoria and China signed a memorandum of understanding for the Belt and Road in 2018.

In an interview with the No. 9 station in Beijing, Mr. Andrews said that the agreement allowed the Victorian company to obtain internal information when bidding for China’s huge infrastructure projects. Mr. Andrews will now lead a working group with Ning Jizhen, vice chairman of the National Development and Reform Commission.
