purpose
Establish, manage and improve a diverse and integrated public open space network that meets the needs of the community.
Strategy
Plan regional and local open space networks to entertain and protect the natural cultural environment.

Where possible, connect the main park to the event area, waterways and natural drainage corridors to connect natural and cultural attractions.

Promote the location of health and wellness-related facilities, including acute health, aged care, disability services and community care facilities, taking into account demographic trends, current and future demand requirements, and integration of services and communities.
Co-plan public and private development where possible, including a degree of flexibility in use.
Find hospitals and other large medical institutions in designated health districts and areas where public and private transport are highly accessible.
Provide adequate parking for staff and visitors to health facilities.

educational facility
purpose
Help integrate education and child care facilities with local and regional communities.
Strategy
Consider demographic trends, current and future demand requirements, and the integration of facilities into the community to plan the location of education and child care facilities.
Find nurseries, kindergartens and elementary school facilities to maximize access through public transportation and safe walking and cycling routes.
Ensure that childcare, kindergarten and elementary school facilities provide a safe drop zone for vehicles.
Find secondary and higher education facilities in designated educational districts and areas with convenient public transport.
Find higher education facilities in or near the event center.
Ensure that the streets and passages adjacent to the education and child care facilities are designed to encourage safe cycling and pedestrian access.

purpose
Develop a strong cultural environment and increase the use of art, entertainment and other cultural facilities.
Strategy
Encourage more art, culture and entertainment facilities, including cinemas, restaurants, nightclubs and live theatres in the Central City, as well as the Metropolitan Events Center.
Strengthen existing major art, sports and a wide range of major event areas.
Establish new facilities in locations with convenient public transportation.

Social and cultural infrastructure
purpose
Provide a more equitable distribution and access to social and cultural infrastructure.
Strategy
Identify and address gaps and deficiencies in social and cultural infrastructure, including other culturally and sports facilities of regional importance.
Encourage the establishment of social and cultural infrastructure in the event centre.
Make sure the design of your social infrastructure is easy to access.
Ensure that the social infrastructure in the growth area is available early in the development process and in the right place.
Plan and design community sites and buildings to adapt to demographic changes and different patterns of work and social life.
Support innovative approaches to maintain fair service to settlements with limited or inability to grow further or experience demographic decline.
Identify and protect the land for use in cemeteries and crematoriums.

Emergency service
purpose
Ensure the right place for police, fire, ambulance and other emergency services.
Strategy
Ensure that police, fire, ambulance and other emergency services are available in or near the event center.
Find emergency services together in emerging areas.
